It was horrible and all, but it was still the greatest moment in my life because at least I didn’t have to kiss Andrea.

It's an intensifier. It means, roughly, "It was horrible and all that". You can take it as "horrible and having other qualities similar to horrible".

Don't take it too literally. It might mean just "horrible", with the "all" merely adding some intensity.
