I would like to how, and what would be the best and most appropriate sentence constructions to convey that 'due to bad drainage or insanitary conditions, there is a foul smell in the area/locality'?

Is the below sentence accurate?

"Lack of drainage system raises a persistent foul smell in the area."

Thanks Rover for a prompt response. What I am more keen on knowing is that how would you construct the sentence around foul smell is the locality (irrespective of the cause)? What would be more appropriate - raises a persistent foul smell or spreads a persistent foul smell or causes persistent foul smell or there is persistent foul smell ?? Which of these would be used by a native speaker of English to address the persistent foul smell issue in the locality?

Ted, for the sake of clarity you should write ‘gives rise to/causes’ instead.

stink

Or:

stench

While "smell" is more or less neutral, we use "odor" or "stink" or "stench" for unpleasant ones and 'aroma" or "scent" for pleasant ones.

Of course, "smell" isn't always neutral. (See below.)

The way it's written makes it appear that you might be suggesting:

The system causes rise to ...
The system gives rise to ...

By changing the order, it's clear that "gives rise to" (all three words) is an alternative to "causes" (one word).
