We're only supposed to make one, and I've already made two.

It seems like something is blurred after "we". Could it be "we were only supposed...", and still make sense?
 
He says "We're only ...". The slightly unusual sound you're hearing at the end of "We're" is a rather old-fashioned rolled "r". I believe it was common in Received Pronunciation (RP). If you listen to BBC broadcasts from the 1940s to the 1960s, you'll hear examples of it.

My late grandfather, who was born in 1921, pronounced "r" this way.
