In my book "Illustrated Phrasal Verbs" by Andrew Betsis and Lawrence Mamas I read that to "look into" means to investigate, but it gives the following example: "Is Lucy looking into adopting a puppy?" Does it also mean to want something?

It means to study/weigh the options before making the decision.

If she's "looking into getting a puppy", she's just doing the things she needs to do before definitely getting one. She's probably checking with the other members of her family (if she doesn't live alone) that they also want a puppy, and that they will help look after it, she might be checking to see how much it's likely to cost in food and vet's bills, and she'll be working out whether it will be left home alone too much. Once she's done all of those things, she'll probably start contacting local animal rescue centres to talk to them about her suitability for adopting a puppy.
(I like the sound of Lucy so I'm sure she wouldn't be buying a farmed puppy from a breeder when there are so many animals in rescue centres still looking for a home.)
