Let's say that the church I go to has 4 members - A, B, C, and me.
Now consider the statement "I love each and every other member of the church with the whole of my soul".

Does this sentence imply that "I love A with the whole of my soul" AND "I love B with the whole of my soul" AND "I love C with the whole of my soul"?

Yes, that is what "each and every" means.

what about the statement "I love everyone else in the church with the whole of me soul"?
Does this statement also imply that "I love A with the whole of my soul" AND "I love B with the whole of my soul" AND "I love C with the whole of my soul"?
