Sentence:

"Marvin has always made great decisions, but he is very inconsistent."

I would think the use of "but" covers for the first part. But is it still a contradiction?

Yes- he can't always make great decisions but be very inconsistent- he may make some great decisions and be inconsistent.

How about this..."Marvin has always made great decisions, but is inconsistent." The word "very" is a bit harsh.

A way to capture that this person has made fantastic decisions since the first day they started a job, but has hiccups every now and then.

Possible in one sentence? Remove the word "always"?

That looks good to me. You could also consider ... can be inconsistent. I think your idea of dropping always is good, or you might consider some/a lot of before decisions.

He might always make good decisions but be inconsistent in other ways. If that's the case, elaborate. Examples:

- He has always made great decisions but is inconsistent in his crossword skills.

- He has always made great decisions but is inconsistent in map reading.
