I have a question about this sentence.

Perhaps an experimental group, of say fifty principals, should be tried first.

What is the meaning of "of say fifty principals" part? Can you help me please?
 
It's a synonym for approximately or about. You could also think of it as a very abbreviated version of "Let's say for the sake of argument...".

"...of say" in that context could mean or be replaced by "of, for example" ....
