Please explain the meaning of the “surprising as it seems”.
It’s from the song “I belive” (Ian Dury and the Blockhead).

It means that what he believes may surprise the listener.
 
Many listeners would not expect him to express something so optimistic.

"It's not as surprising as it seems" has a very clear meaning for me: it may be surprising on the first glance ("as it seems") but then you understand that it's not surprising (for example after some explanations).
"Surprising as it seems" is not so clear. Is it a correct variant of the meaning: "It's so surprising as it really is". That is: "Yep, right! You should trust your eyes! It's really so surprising!".
