I can't catch the first one.
 
It sounds like getting and receive, which doesn't make that much sense or add to the meaning, but speech is full of such things.
 
At 0:16, I think he says "... they're getting ... gonna receive ... medical treatment".
 
I wondered about that too.
 
May I ask what the accent of the man is? Where is he from? He was really difficult to understand. Even it is more difficult than UK accent.
 
He sounds Australian to me.
 
Yes, I think he's Australian. The caption says he's called Mark Phillips and he's a cameraman and reporter for CNN. A quick Google search of his name and "CNN cameraman" came up with a couple of sites with clear Australian links and a Twitter account showing he's based in Thailand.
