It's a mystery to me.
It suddenly dawned on me that the title denotes mystery of being broken in by unidentified people ( phantom. ) Did I hit the target?

I don't believe "phantom heist" to be any kind of a set expression in English. So it probably only makes sense in the context of the novel. It's a bit like asking what the meaning of Goblet of Fire is in the Harry Potter book. The only way to really know that is to have read the book.

The Hardy Boys is a series of books in the genre that the book trade calls juvenile fiction. Frank and Joe Hardy are teenage brothers who solve crimes. The putative author, Franklin W Dixon must be fictitious because I enjoyed the books as a lad seventy years ago, and some of them were old and dated even then. There is a similar series for girls featuring young detective Nancy Drew.

@LewisJian heist is rather old-fashioned slang for a robbery or burglary.
