Which one is ok to utter?
Is it ok to say need, needn't as is. isn't?

No, you needn't play snooker with me.
No, you aren't need play snooker with me.

An American isn't likely to say the first one.

Also, "to utter" is grammatically okay, but sounds odd. I suggest "to say."
 
The first one is fine in BrE.
