Which one are you more familiar with? on cloud nine/cloud seven
Are they both currently in use in English as idioms denoting complete or extreme happiness?

- When I got my promotion, I was on cloud nine/seven.

Are you sure you're not getting confused with "in seventh heaven"?

I've never heard/seen it. I agree with Fowler's that "on cloud nine" has become standard everywhere.

Yeah, I've only heard of cloud nine and seventh heaven. Although, I suppose there must be a seventh cloud in order to reach the ninth. The others are probably not worth stopping at, unless you need fuel or just want a bite to eat.

I don't care so much about lower levels I may have missed. I just want to make sure I'm in the penthouse suite, be it cloud or heaven.

Cloud seven exists, but cloud nine is the dominant form nowadays.
