Pass by appearance

What does "You can't always pass by appearance" mean?
 
The phrase "Appearances can be deceiving comes to mind," but that's probably not what that OP has in mind. What does the sentence as formed mean? I have no idea.

(I have to confess that I first saw this one when there were no responses to the OP.)
 
In one of the Whatsapp groups, someone wrote:

I didn't know what it meant so I googled it but couldn't get the answer. Then I posted it here.

Note my corrections above. Please provide the source in post #1 in future.

The exercise makes no sense. None of the options leads to a grammatical sentence. I suggest you go back to the WhatsApp group and ask the person who posted it what they think it means.
 
There is a common expression "You can't always judge by appearances".

I would suspect that the person in your group had heard it but only partially remembered it.

@Untaught88 You didn't give post #4 a like. I have to assume to assume you didn't find it helpful. In any case, if we tell you a sentence doesn't mean anything you should consider that valuable information. What should you get from that kind of feedback? Stop wasting your time on that one.

I did. Even I tried many times. It gave an error every time I did. I could like other posts but not yours that day.
