I've answered several of your questions over the past few days and they all seem to be related to the game of chess. I even remember you mentioned that you were an Iranian national coach for your chess team. So, I am going to assume that this question also refers to chess (and/or a chess move). If I am correct, "practically" means "almost".

In the future, please provide whole sentences so that we can answer your questions with certainty. Tell us what and if it has to do with chess (or another subject) and, basically, give us as much information as you can.

You could try posting the whole sentence.
"As the ultimate aim of the chess game is mating the opponent's king, we will go a bit deeper in classification, using the placement of the kings on the board, as an extremely important, practically decisive factor to consider before choosing the plan."
 
Yes, here "practically" means "almost" .
