what I mean is compliment.
Is there any verb synonymous with the action of the title. Looking up the dictionary, I found flatter, butter up, but those are just not that exact.

You can complicate a situation, but you can't complicate a person. Did you mean "complicate something"?

Given that you found "flatter" and "butter up" as potential synonyms, I wonder if you meant "compliment" instead of "complicate".
