Do the above sentences mean the same?

1-3 are OK. 4 is not. You can say "This letter concerns your message ...". although it's less natural than the others. We don't use "is concerning about" or even "concerning about".

Further to your message dated..., this letter ...

I like all of tedmc's except "This letter follows from your message ...". I'd use "follows on from" but I wonder if it suggests a longer exchange of messages than just the two we know about so far.

An issue isn't about something. Your sentence would be okay with of in place of about. Here's a better version:

We should hold a meeting concerning the school renovation issue you mentioned.
