Is "Do you think terrorism is dangerous?" a rhetorical question?

Hard to say. Context? Some people consider terrorists to be freedom fighters.

A rhetorical question is one which you say to make a point, and you don't need an answer for it.
If you are asking this to get an answer, it's not rhetorical.
"Couldn't you look up "rhetorical question" in a dictionary?" - this is a rhetorical question.

"Couldn't you look up "rhetorical question" in a dictionary?"
The point is that the listener should look it up in a dictionary. Is it correct?
Not a teacher.

Not necessarily- some people argue that the risks from terrorism have been exaggerated, so it could be an invitation to discuss the issue.

I think 'Don't you think terrorism is dangerous?' is a rhetorical question.

Not a teacher.

It might be if it doesn't require an answer. If you ask someone in the course of a conversation and want to know what they think, it isn't.

A politician giving a speech will say 'What are we going to do about immigration?'

He doesn't expect his audience to answer. He is going to answer his own question.
