[Grammar] Shall/Should I apply to UERJ or UFRJ?

a - Shall/Should I apply to UERJ or UFRJ? (Asking for advice)

b - Shall/Should I get you some water? (Offering help)

I have two questions:

1) Is there much difference between the use of shall and should in the sentences above?

2) Would I be wrong if I said that shall can be used only with I and we, while should can be used with all the pronouns?

These answers apply to American English. Most Americans never or almost never use the word "shall".

1. Only "should" is possible in A. A few Americans might use "shall" in B but "can" or "should" is much more likely.
2. "Shall" is used in the second person singular and plural in legal documents. Other than that, it's only used in the first person; that is, with "I" and "we".
