No, it means that she seems to do well in whatever she is doing when she is stressed.

No. Stressed out is a casual way to say "suffering from extreme stress". Leave off out and your statement is correct.
 
'Stressed' here means under pressure to perform - not falling apart mentally, which 'stressed out' means.

I see nothing in those links to say that 'stressed' is exactly equivalent to 'stressed out'.

Also, the original question uses "stress", not "stressed".
If the original had been "She seems to thrive when she's stressed" then this might be a point to argue about.
