Smart Working/Work

What's the most grammatically correct: smart working or smart work?

Well, I don't have actually a complete sentence to refer to.
With "Smart Working" or "Smart Work" I'm referring to the "agile method" that's been discussing in my country proved by Coronavirus outbreak during these days that uses the new technologies to improve both the performance and the satisfaction that is obtained from the job.

I think "work smart" (verb phrase) is more common.

In the UK at least, I've heard people saying things like "My company is aiming for more smart working over the next few weeks". That doesn't mean it's more common than "smart work". It just means it's the only one I've heard. I haven't heard tedmc's term here.
I'm not really sure what it refers to anyway. I can only assume it means allowing people to work from home where possible.

But why "working" and not "work"?

Yes, I think that's right.

I think the term being used is smart working. The -ing puts focus on the manner of activity rather than the work itself.

Yes, it's not the work (the tasks one is obliged to do) that's smart; it's the manner/method of working that's smart.
