Decision to Cross the 38th Parallel - Surrender Message to NKPA Forces - MacAuthur's Strategy of Celerity
Source: The Chosin Reservoir Campaign
NKPA stands for North Korean People's Army.
I understand "Surrender Message to NKPA Forces" as "(Message Urging NKPA Forces to surrender to the US forces." The problem is that the phrase "Surrender Message to NKPA Forces" sounds the opposite.
Does it sound so to you too? Sorry I don't have the book and Google Books is now as stingy as it gets (its preview shows almost nothing to me to read).
