NKPA stands for North Korean People's Army.

I understand "Surrender Message to NKPA Forces" as "(Message Urging NKPA Forces to surrender to the US forces." The problem is that the phrase "Surrender Message to NKPA Forces" sounds the opposite.
Does it sound so to you too? Sorry I don't have the book and Google Books is now as stingy as it gets (its preview shows almost nothing to me to read).

These 'sentences' are written in note form. I suppose it's possible that the one you are asking about is potentially ambiguous, except that nobody who knows anything about the situation would be confused.
