Do you think both of the sentences below could convey the same meaning?

As per checking dictionaries, lie is an intransitive verb.
1) The big problem lies in enforcement.

As per checking the ones, lay is an intransitive verb in this meaning.
2) The big problem is laid in enforcement.

Only 1) is correct.
