The consultant has infomed us that you said him you didn't receive the email below, but it was already forwarded to you on October 03, 2022.

Please tell me which one is grammatically correct?

The consultant has informed us that you said you didn't receive the email below, but it was already forwarded to you on October 03, 2022.
That one is usable, but note the spelling correction.

The consultant has informed us that you said to him you didn't receive the email below, but it was already forwarded to you on October 03, 2022.
Note the two corrections. "Say" is an intransitive verb.
Please tell me which one is grammatically correct. ?
With the corrections above, you can use either.

"Please tell me which is grammatically correct" is a perfect example of how to use "tell" in a sentence. (I think a more thorough discussion of the differences between "tell" and "say" is in the FAQ section.)

Telling someone you forwarded an email to them doesn't prove they definitely received it. I wouldn't use "but".

The consultant has informed us that unfortunately you didn't receive our email of October 3rd. I am sending it again (see below).
