The 2012 gang rape and murder of Jyoti Singh, a 23-year-old physiotherapy student in Delhi, led to new laws and programs for protecting women. Does which refer to the year 2021? why does it not use when to refer to time ?

2. The year 2021 is considered as a 'thing' here, so which is appropriate.

The clause "the last year for which data is available" modifies 2021.

Does "which" refer to the year 2021? Why does it not use "when" to refer to time?

Please note my corrections above, and that I have expanded your thread title. The single word "which" is not a suitable title.

You need to look at this as "for which", not just "which".
