Manager Kim : Mr. Lee, how did the ABC Automotive’s loan case go yesterday?
Chief Lee: I’m still screening/evaluating its loan eligibility.
Manager Kim: You need to finish the screening quickly and submit for approval..
Chief Lee: The company has a low credit rating and the loan limit is unlikely to be high.
Manager Kim: Dear, they asked me to raise the loan ceiling earnestly/repeatedly.

It's an exclamation to express surprise, concern, irritation, etc as below.

dear! I think I’ve lost my purse!
 
You mean "Oh dear!" Without "Oh", it's an endearment.
