This really depends on your definition of "great". Some incredibly intolerant people have held high office and would (by some) be considered "great leaders" or similar. To avoid political comment, I won't name any of them.

I don't think there's a specific word. People can be considered great for a variety of reasons. Generosity and philanthropy are just two of them.
 
I think generosity is but one of the many attributes of people becoming great.

Can I use "greatly good" or "great good"?
 
Two things. One, that's a line from Shakespeare with no context given. Two, if you have to ask what something means you shouldn't use it.

You might stick to your original, after removing "the" from before "people".

I would say they are great by doing good, except I wouldn't say that.

You seem to be trying to coin an aphorism that will become wildly popular and make you famous. However, it works the other way around. After you become famous people pay attention to what you say.
