What is the name of the staircase design? The staircases that are outside the house and under the ground.

The stairs going up and down are both called the front stairs or the front steps.

The ones going up can also be called the stoop.
 
I call them front steps or possibly doorsteps if there are just a few. Not stairs. Not a staircase.
 
They are normal entrance staircases/steps to two maisonette/townhouse units, one of which is a basement. They are common in big cities in the UK. There is no special name for the design. You can probably call the decorative handrails Victorian cast iron railing/balustrade.

P.S. What I meant was a semi-basement. That is not considered a basement either as it is not fully below ground level.
