a. This picture was taken from a garage.
b. This picture was taken in a garage.
--
I think that they both work. (a) means that this picture comes from a garage while (b) means that where the photographer took the picture was in a garage.

Is that right?

No, sentence a doesn't work in this case. When you say "from a garage", the usual implication is that the photographer was in the garage but the photo was of something outside.

Sentence b is fine.

You could also say "This is a picture of a garage" or "This picture is of a garage".

(One of the tidiest I've ever seen.)
