I’d like to know which sentence is correct.
 
#1 is possible; #2 is wrong. Note that "fun" in that sense is AmE (and probably spreading to other varieties too).
 
The first one is not only correct but much used. Don't use the second one.
 
Tom is great fun to be with. (We can guess that he's a person)
 
It's commonly used in BrE and always has been.
That is incorrect.
"Fun" has not always been used as an adjective, including in BrE.
Otherwise, you'd readily and commonly see usage of "funner" and "funnest".

The word "fun" started off as a noun, and its use as an informal adjective spread relatively recently.

I still maintain that it's AmE that drove that particular use, given that it's more widespread in that variety. Compare, for example, the BrE and AmE ngrams for "a fun person".
