I have seen such examples before where this construction is used. What kind of construction is it?

"It's too long a story to start telling you about it right now."

What's the difference between "It's a too long story to stat telling you about it right now" and the original sentence?

The original is fine. Your rewrite is not.

The original is mine. I noticed the same construction in one of my threads. "It's far too wide a subject to explain in the way this forum works." Why is it wrong to say "It's a too wide subject..." Usually it's the indefinite article, then an adjective followed by a noun. That's why I asked what kind of construction it is.
