What does "three ghosts" mean?

It's clear from the extracts you've posted from this film's script that it uses vocabulary that's meant to establish a milieu. The audience isn't expected to understand all the jargon; they're supposed to feel like they're peeking into an exotic place where people do mysterious things and use their own jargon to talk about them. "Blanks" and "ghosts" are evidently two kinds of illicit passports. That's all you need to know about them.

As I understand it, a blank passport is just that - a passport with no details yet inserted. It would be useful to a spy as they would be able to enter any details they wanted before travelling. A ghost passport is a passport in an identity that's neither real nor traceable.

Remember that this is all fiction. Such documents would have existed in the past (in the world of espionage) but these days, when passports are computer-generated and contain all sorts of security features that are (almost) impossible to forge, they would be much harder to produce/obtain. Of course, if a spy is working for their own government, it would be very easy for the government to arrange for such documents to be produced.
