You could construct the attributive noun phrase "woman magazine". I can't imagine where you'd need to describe an adult, female magazine though.

The name of the American organization the League of Women Voters uses "women" attributively. It was named a hundred years ago; its name doesn't really work, grammatically speaking, today.

twolivesbehindschedule, I think you're misunderstanding why women magazine is wrong. The correct form is women's magazine. In this phrase, the modifier women's signifies a kind of possession.
