As for your question, I think the answer is "those drivers who are not moderately cool-headed and good-tempered".

As for your question, I think the answer is "those drivers who are not moderately cool-headed and good-tempered but extremely cool-headed and good-tempered", i.e. "the most cool-headed and good-tempered of drivers".
