Use of WHICH twice in one sentence

The movement, which was spearheaded by working women and which spread like wildfire across the country, was decisive.
I have two questions regarding the sentence above that I wrote:
1. Is the use of 'which' grammatically correct in this sentence?
2. To improve fluency, can I rewrite it as - The movement, spearheaded by working women, which spread like wildfire across the country, was decisive.

Yes.

2. To improve fluency, can I rewrite it as - The movement, spearheaded by working women, which spread like wildfire across the country, was decisive.

The first seems all right to me. If you want to use just one "which", I suggest The movement, spearheaded by working women and which spread like wildfire across the country, was decisive.

I am not sure that a movement can be decisive.

Here, it's obvious that it's the movement (not the women) that spread like wildfire, but consider:
The movement, spearheaded by local groups, which ran riots around the country, ..."
Is it the movement or the groups that ran riots? Do you see the potential for ambiguity?
Therefore, avoid that kind of structure.
