Can you see what the phrase "want to find 11,780 more dollars in my account" refers to? I don't know Sam Harris (American neuroscientist, the author of The End of Faith) would have liked it if it simply meant to be more money in the account.

It's political not financial, but, just as our bank won't give us dollars for free, the people in charge of elections won't give us votes because we want them.

The president wants an official to magically find 11,780 votes that don't exist. So Sam Harris thinks his bank should find him $11,780 that doesn't exist.
