It's a way of saying that dogs are such wonderful creatures that humans (who are mostly not so wonderful) probably don't deserve to be allowed to have anything to do with them. Do you understand the general meaning of the verb "deserve"?

Dogs are often more loyal than people. They are loyal and affectionate, and we don't do anything to deserve it.
