In a movie, one of the characters (an educated person) says
We should rule out anyone THAT doesn’t live near her.
Is the pronoun WHO more appropriate in this sentence:
We should rule out anyone WHO doesn’t live near her.
 
You can use either in BrE, Neither is 'more appropriate'.

Would it be OK if in the following sentence I use everyone instead of anyone?
We should rule out ANYONE that doesn’t live near her.
We should rule out EVERYONE who doesn’t live near her.
 
For some reason you changed "that" to "who". In any case, you can't rule out everyone. They are talking specifically (more than likely) about suspects. They want to rule out any of the suspects who don't live near her
