Does "weighed in on more than 100 state ballot items" mean "added their advice or comments to more than 100 state ballot items" here?

====================

Voters around the country also weighed in on more than 100 state ballot items, a few of which had drawn interest from the research community.

Yes, exactly.

Before a match, athletes in many sports are weighed to make sure they're competing in the right group. It's called weighing in.

As you see, the term is handy in a figurative sense.

What do "voters" do, comment on something or vote? (In case my question doesn't make this clear, the answer to your question is "no".)

Do you mean that it means "Voters...voted on more than 100 state ballot items"?

Those items were on the ballot. Each individual voter had the option of voting on them. (They could vote on all, some or none.)

Yes. The author has chosen to emphasize that by voting, the voters were expressing their opinions.
