Does "peak" mean "best"? That is, "We've achieved peak Herzog..." means "We've achieved the best state that Herzog can achieve". I am not sure.

Peak: attaining the highest level, point, etc.:peak performance.

No. "Peak X" is a humorous way to say "the maximum possible amount of X-ness"; in this case, the maximum amount of "Herzog-ness". Herzog is known for his dramatic personality and his penchant for hyperbole.
