what does "set your watch by them" mean in Sylvester Stallone's quote?

Hi, Guys!

I loved the following quote from Sylvester Stallone:

"Love is absolute loyalty. People fade, looks fade, but loyalty never fades. You can depend so much on certain people, you can set your watch by them. And that’s love, even if it doesn’t seem very exciting."

But I have no idea what he means by saying "you can set your watch by them."

I did a little research and I guess that 'set your watch by someone' has a meaning of someone being very punctual, or always being on time. But it's unlikely to me it has the same meaning here.

Could someone please help me out here?

He was talking about people being dependable. In one context that means being punctual.
