There are many options. It depends on what his contribution to the project is. You could say:
"He is the brains behind this project"
"He is the creative force behind this project"
"He is the driving force behind this project"
"He is the the main source of funding behind this project"

Isn't there a word that is derivative based on the noun "concept" ?

I think "conceptual artist" is how some people describe themselves. I wouldn't go so far as to say it's a job title though I'm sure it will be one day.

My first two choices would be "inspiration" and "brains", the first being a bit more formal than the second.
