Imagine you have a bunch of empty shelves with dust on them. You want to suggest the wind move up the dust on them. What is the verb for that? Can I use "blow off"?

A sudden strong wind blew dust off the empty shelves.

It's good.

A strong, sudden wind is often called a gust or, more commonly (and even though it's redundant), a gust of wind.

Things that move dust from surfaces into view can be said to raise [the] dust.
