To think of it, it's an awkward metaphor, since it indicates she didn't have dignity until she won the race.:unsure:
I don't think it does.
 
In the imaginary contest to determine who has the most dignity Liz Cheney won. It's all about politics. (The writer probably doesn't like Republicans.)
 
The comment doesn't make too much sense analytically so don't worry about it.

Read the general election for dignity as something like 'the competition for the most dignified person'.
