The "people" here follows a "the" and the first letter of it is capitalized.

I assume:

1. Using "the" means the people in American.

2.The capitalization "p" is used to emphasize.

Yes, I have found it out.
"America" is a country (the United States) while "American" is someone from the U.S.

So I should have said:

... the people in America[STRIKE]n[/STRIKE]

And I think that it would have been better to add an "of":

As I suggested elsewhere, the capitalization of "People" seems to be a reference to the US Constitution, which begins with "We the People."

(At the time of its writing, nouns were capitalized as they are in German.)
