What the "As fate would have it"means? Does it mean the fate will decide?
And what kind of expression is this? Is it idiom or slang or...?

Yes, in a way it is so. It is a colloquial way of expressing something inevitable or unforeseen or coincidental in nature. It could be a good event or a bad event, depending on the context, as in the following sentence.
He was sure of winning the race, but as fate would have it, he got stuck in the middle with his car catching fire from no where..

But to answer the original question it doesn't mean that fate 'will decide'; it means that fate has decided. It's not a general fatalistic Qué sará sará, it's a specific statement that something happened.
