Can I use " shall I move the rice to other plate ?"

or " shall I transfer the rice to the plart?"

"Transfer" is too technical. Unless you are striving for a facetious effect, do not use the word.

How about this:
Do you mind if I give you some rice from my plate?

I m not entirely sure what you are trying to say, but it seems that you should say:
.

May I have some of your rice?

Depending on the formality of the situation you might say the following

"Do you mind if I serve you?" -- this would be amongst friends and you were holding the plate of rice in your hands...
