c) Effect -- rarely used as a verb but can be in specific circumstances. Most often mistaken by those wishing to write Affect. Learn (a) and (b) first before attempting the subtle use of (c).

The tsunami in Japan affected many lives in Japan.

Word (software) has corrected me every time i used "effect" rather than "affect" as a verb and never care until i saw your question.
