Can we use "manufacture" and "manufacturing" (as nouns) interchangeably?

E.g : The manufacture/manufacturing of this product is very expensive.

I wouldn't say "manufacture" myself.

I'm not sure I'd use the definite article either.

Manufacturing this ...
To manufacture this is...
