I think tip-up is the adjective for the kind of chairs that can be folded up, especially the ones found in waiting rooms, stations, cinemas, etc. Is there any general adjective, other than 'folding', to refer to objects that can be folded? (Like the white cane used by the blind people, or any other possible thing.)

"Foldable" is a word, even if my internet browser doesn't think so.
I would use "folding chair" for the type of chair you described.
On a bus or in a taxi, the type of seat that is flat against the wall when not in use, but can be pulled down by a passenger in order to sit on it is called a "fold-down seat".
I would say "collapsible white stick".
I agree with the last poster that "foldable" is a word.
Telescoping is also used for round items that get longer or shorter by pushing the parts into one another, with each segment wider in diameter than the one before.
I would call the chairs you store in the back of your closet "folding chairs."
I'm not a teacher, but I write for a living. Please don't ask me about 2nd conditionals, but I'm a safe bet for what reads well in (American) English.
