    1-I am waiting for the train as anybody else at the station.
    2-I am waiting for the train as is anybody else at the station.

    The first is not possible.
    The second is possible but more likely, depending on your intended shade of meaning, is one of the following:

    I am waiting for the train as is everybody (else) at the station.
    I am waiting for the train like any/everybody at the station.
    I am waiting for the train like everybody else at the station.
